Agents in Building Construction
Agents are all natural or legal persons involved in the building process.
Developer
Decides, drives, programs, and funds the building work for themselves or for subsequent transfer to third parties.
Duties
- Provide project information, establish quality objectives, and advertise site ownership.
- Manage administrative permits, licenses, hire involved actors, authorize project changes, subscribe to compulsory insurance, and commission the building book.
Responsibilities
- Reply severally with all speakers if the cause of property damage due to construction defects can be identified.
- Indemnify when insured upon first request.
- The LOE frees compensation and accountability for user protection.
Designer
Drafts the project on behalf of the developer, subject to technical standards and planning.
Duties
- Possess enabling evidence.
- Be legally trained.
- Develop project documentation and deliver it to the developer.
Control Entities (OCT)
Trained to provide technical assistance and verify project quality, materials, and workmanship.
Duties
- Provide technical assistance in verifying compliance with the CTE and basic building requirements.
- Provide technical assistance to the developer in verifying materials and installations, submit results from the author and director of the execution order, and indicate deficiencies for correction.
Contractor
Commits to the developer to implement human and material resources for the project.
Duties
- Study project feasibility and implementation before work starts.
- Execute the work according to the project.
- Appoint a master builder for technical representation on-site.
- Allocate required human and material resources (subcontracting).
- Acquire raw materials and products per CTE and project.
- Assess each work unit.
- Provide necessary data for documentation of work performed.
- Stake out and sign the start and work receipt minutes.
- Accede to the provided guarantees.
Responsibilities
- Liable for property damage caused by defects, inexperience, or lack of professional/technical capacity.
- Liable for negligence or breach of duty by the chief work, subordinates, and subcontractors.
Director of Works
Directs the work’s development in technical, aesthetic, urban, and environmental aspects.
Duties
- Possess enabling evidence.
- Be legally trained.
- Verify the redesign of the work and adaptation of the foundation and structure to the geotechnical field.
- Resolve contingencies and record them in the order book, providing precise instructions.
- Develop project adjustments as required by work progress, adhering to regulations.
- Prepare and sign the documentation of the executed work for the developer.
- Sign the minutes of rethinking or work commencement and the final work certificate.
- Manage relationships in technical direction and coordinate partial projects.
- Perform the actions of the director of works if acting as such.
Responsibilities
- Be responsible for the accuracy of the final certificate, responding unconditionally to any defects.
- Respond to project deficiencies and omissions if accepting work direction without having prepared it.
Director of Execution of Works
Leads the technical role of the practical conduct of the work and controls construction quality and quantity.
Duties
- Possess enabling evidence.
- Be legally trained.
- Check the reception of construction products, ordering tests and specific trials.
- Lead the implementation of work from initial stakeout.
- Include necessary instructions in the order book.
- Subscribe to the minutes of rethinking or work commencement and the final work certificate.
- Collaborate with other actors in developing documentation of the work performed.

Health and Safety Coordinator
Responsible for developing the project’s health and safety study. The developer appoints a coordinator for the project and work implementation.
