Heating System Installations, Inspections, and Regulations

What is an Authorized Installation Company?

An authorized installation company is the person or entity that performs the installation and repair of heating systems within the scope of the RITE.

Article 2: Definitions

What is OCA?

A public or private entity with legal personality whose purpose is to verify compliance with the mandatory provisions on industrial products and facilities established by industrial safety regulations.

What is Pressure Equipment?

Equipment that uses a fluid at a given pressure, supported by heat, to perform a job.

What is Working Pressure (Pms)?

The highest pressure, under operating conditions, that pressure equipment or an installation can reach.

What is Maximum Allowable Pressure (PS)?

The maximum pressure for which the equipment is designed, as specified by the manufacturer. This pressure is equivalent to the design pressure known in previous regulations.

What is Pressure Seal (Pp)?

The pressure at which the safety element protecting the pressure equipment is set.

What is Test Pressure (PT)?

The pressure to which the equipment is subjected to prove its strength. It corresponds to the highest effective pressure exerted on the highest point of the appliance during the pressure test.

What is Maximum/Minimum Service Temperature (Tms)?

The highest or lowest temperature that may occur within the equipment operating under extreme conditions.

What is a Boiler?

Any pressure equipment where heat from any source of energy becomes usable as calories, through a transport medium in liquid or vapor phase.

What is a Steam Boiler?

Any boiler where water enters at one end, is heated by a flame, and exits as steam at the opposite end.

What is a Hot Water Boiler (≤110°C)?

Any boiler in which the transport medium is water at temperatures at or below 110°C.

What is a Hot Water Boiler (>110°C)?

Any boiler in which the transport medium is water at temperatures above 110°C.

What is a Thermal Fluid Boiler?

Any boiler where the heat transport medium is a liquid other than water.

Class One Boilers

  • a) Shell boilers whose Pms x VT < 15,000.
  • b) Water-tube boilers whose Pms x VT < 50,000. In the case of thermal fluid boilers, those with a Pms x Vi < 15,000.

What is an SCBA Bottle?

A user-friendly container used for storing and transporting stable breathing fluid, used in underwater and surface activities.

Inspection and Periodic Testing (Level B)

These inspections occur every three years. In addition to the Level A inspection, a complete inspection of the documentation and the state of the boiler is performed.

Level C Inspection (Every Six Years)

In addition to the Level B inspection, existing boilers undergo further inspection.

Documentation

The boiler operator should have the following documents:

  • a) Facility Logbook or Record Book: Indicates installation characteristics, actions, controls, or inspections.
  • b) Installation Documentation.

Operators of Boilers

First Class Boilers

Operators of first-class boilers will be instructed by the manufacturer, installer, or user, provided they have a competent qualified technician.

Second Class Boilers

Operated by personnel with an Industrial Boiler Operator ID. Obtaining a license requires adequate expertise and completing a course. The card remains valid throughout the territory.

Inspection of Bottles

Cylinders and valves undergo testing and periodic inspection every three years.

Transportable Pressure Vessels

What is a Transportable Pressure Vessel?

The generic term for a bottle, cryogenic bottle, cylinder, or cylinder rack.

What is a Bottle?

A transportable pressure vessel with a capacity not exceeding 150 liters.

What is a Cryogenic Bottle?

A transportable, insulated pressure vessel for transporting refrigerated liquefied gases, with a capacity not exceeding 1,000 liters.

What is a Cylinder or Tube?

A seamless transportable pressure vessel holding more than 150 and not exceeding 3,000 liters.

Interior Onslaught

The set of pipes and accessories ranging from the attack key (excluded) to the building key(s), including those for facilities supplied from distribution networks. Individual facilities with meters on the property line have no interior attack.

Regular Monitoring

Activity to verify compliance with current safety and suitability regulations.

Gas Installation Company

A natural or legal person performing assembly, repair, maintenance, and periodic inspection of gas installations, meeting the requirements of ITC-ICG 09.

Common Installation

The set of pipes and accessories ranging from the building key or attack key (if it exists, excluding these) to the user keys (including these).

Individual Installation

The set of pipes and accessories, including the user’s key (when there is a common facility) or the utility/building key (when for a single user), excluding and including the keys to connecting devices.

Gas Installer

A natural person authorized to conduct and supervise gas operations based on their theoretical and practical knowledge and a gas fitter card issued by an autonomous community. Gas installers work within a gas installation company.

Gas Appliance Implementation

Operations to verify that the device functions correctly with the designed gas and pressure, and that combustion occurs within the manufacturer’s parameters.

Supplier

A company supplying gas to the customer or user. This can be a wholesale LPG operator, a bulk LPG retail distributor, a distributor, or a marketer.

LPG Storage Facilities in Fixed Deposits

Facilities with fixed LPG deposits and accessories to power distribution networks or directly supply receiving facilities.

LPG Bottling Plants

Facilities with one or more LPG containers, and the pipes and accessories between them and the attack key, for directly supplying LPG receiving facilities.

Gas Appliances

Appliances using gaseous fuels not covered by specific EU directives applicable to gas appliances.

Maintenance Responsibility for Gas Facilities

The facility owner or users are responsible for the maintenance, operation, and proper use of the facility to ensure its safe and continuous operation.

Gas Installation Company and Appliance Commissioning

A gas installation company can commission, maintain, and repair gas appliances under 24.4 kW of useful power.

Thermal Installations and RITE

Thermal installations meet the welfare and health needs of people. RITE does not apply to industrial, agricultural, or other heating systems not designed for thermal comfort and health.

Heating System Projects

Projects are required for renovations and when the nominal thermal power generation for heating or cooling exceeds 70 kW.

Technical Reports for Heating Systems

For nominal thermal power generation between 5 kW and 70 kW, a technical report can replace a project.
