National Disability Services
What are the duties of the National Disability Service?
It aims to collect and maintain records of persons with disabilities. Its functions are:
- a) Register persons whose disability is certified by the COMPIN.
- b) Register natural persons to submit support services or assistance to persons with disabilities and the requirements they must meet.
- c) Register legal persons; in accordance with their objectives, they must prove their legal status.
- d) Provide credentials and certificates of registration as determined by the regulation.
- e) Cancel the registration of the persons mentioned in the letters A, B, and C, in cases specified in the regulations.
Committee of Ministers
What is the role of the Committee of Ministers?
The Committee of Ministers is responsible to propose to the President of the Republic the National policy for persons with disabilities, ensure compliance, and ensure quality, consistency, and coordination.
Functions of the National Director
What are some functions of the National Director?
- Comply with and enforce agreements and instructions from the Committee of Ministers.
- Report to the Committee of Ministers on the progress of National Disability Services and compliance with agreements.
- Direct, organize, and manage the service, control, and ensure compliance with its objectives.
- Appoint staff members, assign roles, and resolve administrative sanctions in accordance with the Law.
- Evaluate the budget before realizing a project.

Definitions:
Students with SEN
Students with SEN (Special Educational Needs) are those who need help and additional resources, whether human, material, or educational, to drive their development and learning, and contribute to achieving the aims of education. There are two types:
Transient SEN
These are needs not requiring students to be permanently supported at some point in their school life as a result of a disorder or disability diagnosed by a competent professional. They need extra help and support to enter or advance in the curriculum for a given period of schooling.
Permanent SEN
These are barriers to learning and participation that some students experience throughout their schooling as a result of a disability diagnosed by a competent professional. They require the education system to provide extra resources to ensure student learning.
Diagnostic Evaluation
It is a process of objective and comprehensive investigation conducted by qualified professionals, consisting of applying a set of procedures and assessment tools that are specifically covered by an interdisciplinary approach, learning, or health status of learners and the evolving nature of them.
Procedures, Instruments, and Diagnostic Tests
These are tools and procedures for observation and measurement to evaluate quantitatively/qualitatively the student in the field of exploration required and to ensure validity, reliability, and consistency, and obtain student information or the school and family context in which they participate.
Competent Professional
This is an ideal which shows a professional degree. You must be registered on the National Register of Professionals in Special Education for the evaluation and diagnosis. Registration is through a computer system that the Ministry of Education provides for this purpose.
