Primary Education Evaluation and Academic Progress in Spain
The Organic Law 2/2006 of May 3, on Education, states in Article 20 that the assessment of student learning processes will be continuous and comprehensive and will consider your progress in all areas. The Ministry of Education and Science identifies the components of the basic documents for evaluation as well as the formal requirements arising from the evaluation process that are needed to ensure the mobility of students.
Article 1. Scope
This order shall apply in public and private schools for the field of management of the Ministry of Education and Science, in which education is provided for primary education.
Article 3. Results of the Evaluation
2. Official documents of Evaluation in Primary Education shall be authenticated by the school head and carried the signatures of the appropriate people. These documents may be replaced by their equivalents in electronic form, as permitted by current legislation.
Article 4. Proceedings of Assessment
- The minutes of evaluation will include the nominal ratio of students making up the group along with the results of the evaluation.
- Assessment statements reflect the results of the evaluation of areas of the cycle.
- The minutes of evaluation will also include the decision on promotion or tenure.
- The minutes of assessment shall be entered for the areas that need it if they have taken measures to strengthen education or significant curriculum adaptation.
- The evaluation records shall be signed by the guardian of the group and shall bear the approval of the director of the center.
Article 5. Academic Record
- The student’s academic record should include the identification data center, the student, and information regarding the evaluation process.
- In the transcript will record the results of the evaluation of proposals for promotion and, where appropriate, measures taken attention to diversity, educational reinforcement, or significant curriculum adaptation.
Section 6. Academic History of Primary Education
- The academic history of elementary education is the official document that reflects the results of the evaluation and decisions regarding the student’s academic progress throughout the stage and has probative value of the studies.
- At the end of the stage, the academic history of elementary education is given to the student’s parent or guardian and a copy be sent to secondary school, at his request, along with an individualized report.
- The academic history of elementary education shall indicate the student identification data, areas studied in each of the years of schooling, and the assessment results obtained in each cycle, decisions on promotion to the next cycle and the date it was adopted, the date of the proposed access to compulsory secondary education, and information regarding the change of heart. Must contain also an indication of the areas that have been completed with significant curricular adaptations.
Article 7. Transfer Staff Report
- To ensure the continuity of the learning process of those who go to another center without concluded cycle will be issued a personal report that will include:
- Partial results of the evaluation.
- Implementation of educational measures and complementary reinforcement support.
- Timely feedback.
Article 8. Change of Heart
- When students move to another school to continue their studies, the center of origin shall, with maximum flexibility possible to the destination, and request, academic history and transfer staff report covered in the previous article in this order if it had not completed the cycle. If this is over, we will return the final report of the corresponding cycle.
- The registration shall become final upon receipt of the transcript of records.
- When the student joins a foreign center in Spain, which provides instruction in the Spanish educational system, it will not move to academic history. The home center will issue a full academic certification of the student. The history of custody of the ongoing academic center where the student was last registered to a possible return to the teaching Spanish educational system.
Article 9. Development of the Assessment Process
- At the beginning of primary education, tutors conduct an initial evaluation.
- Scores for the areas to be decided by the teacher who imparts.
- In the evaluation sessions will be assessed student learning both in relation to the achievement of basic skills and educational objectives of the curriculum as the educational processes and their own teaching practice.
- This assessment will move to the final assessment record cycle, the students’ academic records, and the academic history of elementary education.
Article 10. Promotion
- At the end of each cycle, the masters of the group, evaluation session, adopt the corresponding decisions on the promotion of students, taking particular account of the information and criteria of the tutor and laid down in the curriculum proposal from the center.
- It will enter the next education cycle whenever this is deemed to have reached the appropriate development of basic skills and proper maturity. Access will be also provided learning unreached not prevent exploitation follow the new cycle.
- When the conditions outlined in the previous section, will remain another year in the same cycle. This measure may be taken only once along the primary education and must be accompanied by a specific plan of reinforcement.
Article 11. Information and Objectivity of the Assessment
- It is the role of mentors to report regularly to parents/guardians of students about their child’s educational process. Notice shall be in writing, at least on a quarterly basis and will collect the scores of students in each area.
- In order to guarantee the right of students to their school performance is assessed according to criteria of objectivity, should be made public declaration more general criteria.
