Program Agreements with the Ministry of Labor and Social Affairs

The General Appropriations Act regulates the grants managed and administered by the CCAA but financed by credits from the State Budget. Transfers are made by the State to the CCAA, and the distribution criteria are set by the Sector Conference and are formalized by agreement of the Council of Ministers. Following the establishment in 1988 of the Ministry of Social Affairs, the number of Agreements between State Administration and Autonomy in Social Services increased. The existing cooperation agreements are mentioned below:

Concerted Plan of Basic Benefits on Local Government Services

The purpose is to maintain and develop a network of Primary Care Services and the development of basic services in local corporations. These Basic Benefits include:

  • Information and Orientation
  • Help Service
  • Prevention and Integration
  • Bed and Coexistence

The Centers that are eligible for financing are the Social Service Centers, shelters, and reception centers. The contribution of each CCAA must be at least equal to that of the state. The credits are distributed based on:

  • Population
  • Dispersion
  • Big cities
  • The dependent population
  • The surface
  • Insularity
  • Relative poverty

Gypsy Development Plan

By annual agreement between the Ministry of Labor and Social Affairs and the regional governments or local corporations proposing draft comprehensive nature, and its objective is to meet the needs of most disadvantaged Roma groups and promote the development of the People. The criteria for project funding are:

  • The comprehensive nature of the projects: covering education, health, social work, vocational training, job creation, housing, etc.
  • The coordination between the institutions and nonprofit organizations.
  • The effective participation of Gypsies in the design, implementation, and evaluation.
  • The inclusion of projects in planning or social welfare programs, developmental and social inclusion of more territory.
  • The promotion of coexistence and integration in different social networks.
  • The continuity of the projects funded in previous years.
  • The estimated rate of Roma population residing in presenting the project.
  • The demand raised by the CCAA, Ceuta, Melilla, and local corporations.

Comprehensive Social Intervention Projects for Poverty Eradication

In order to foster the development of activities for people experiencing or at risk of poverty and exclusion, by treaty, projects will be co-financed, and comprehensive social intervention must be aimed at facilitating the social inclusion of the disadvantaged, having the following selection criteria:

  • Shares of completeness in vulnerable urban areas and areas with particular difficulties entering.
  • The cooperation and coordination of public and private institutions, as well as the social agents, acting on the territory.
  • The participation of the affected population.
  • Incorporation of plans and projects in social inclusion programs more territory.

Volunteer Development Plan

Conducted through conventions and their implementation is done by autonomous bodies on an exclusive basis or through NGOs operating in their territories. The distribution, in 2005, is made with the following criteria:

  • Of the total appropriations, subtract the amount involved in the realization of the Eighth Congress of the Volunteer State, which is delivered to the CCAA de AndalucĂ­a, organizer.
  • The rest was split between regional governments in participation rates resulting from the implementation of the distribution criteria applicable to the Concerted Plan.
